PM Modi's Directive: Full Deployment of Counter-Terror Capabilities Amid Jammu & Kashmir Terror Attacks

Introduction

  • In response to a surge in terror attacks in the Jammu region, Prime Minister Narendra Modi chaired a high-level meeting to review the security situation in Jammu & Kashmir

  • The meeting emphasized the need for the deployment of the full spectrum of counter-terror capabilities to address the escalating threat.

Recent Terror Incidents

  • Reasi Attack: Last Sunday, a bus carrying pilgrims in Reasi was attacked, resulting in nine deaths and 33 injuries.

  • Encounters in Doda and Kathua: Since Tuesday, a CRPF jawan and two militants were killed, and seven security personnel were injured in three separate encounters.

  • Weapon Seizures: An M4 carbine, an AK-47 rifle, six live grenades, bullets, food, medicines with Pakistan markings, and Rs 2 lakh in Indian currency were recovered.

  • Detentions: About 50 people have been detained in connection with the Reasi attack, with the search expanded to far-flung areas like Arnas and Mahore.

High-Level Meeting and Key Discussions

  • Participants: The meeting included National Security Advisor Ajit Doval and other senior officials. PM Modi also spoke with Union Home Minister Amit Shah and Lieutenant Governor Manoj Sinha to discuss the deployment of security forces and counter-terror operations.

  • Security Overview: PM Modi was given a comprehensive overview of the security situation and the ongoing counter-terror efforts in the region.

  • Local Administration Efforts: The local administration's efforts to counter such incidents in the future were also reviewed.

Strategic Directives

  • Full Spectrum Deployment: PM Modi directed the deployment of the full spectrum of counter-terror capabilities to combat the rising threat.

  • Security Enhancements: Emphasis was placed on enhancing security measures and improving intelligence to prevent future attacks.

Pattern and Tactics of Militants

  • South of Pir Panjal: Areas south of the Pir Panjal range, including Rajouri and Poonch districts, have seen a spike in terror incidents with 38 soldiers and 11 civilians killed since 2021.

  • Infiltration Routes: Militants use easier and all-weather infiltration routes to access these areas, targeting both security forces and civilians due to inadequate logistical support.

  • Geographical Challenges: The geographical and terrain challenges make it difficult to fully secure the Line of Control (LoC) from infiltration.

Security Forces and Counter-Terror Grid

  • Established Grid: The Army and security forces have a counter-infiltration and counter-terrorism grid in place along the LoC and the hinterland of J&K.

  • Reconnaissance and Tactics: Militants conduct intensive reconnaissance and exploit any vulnerabilities in the counter-terror grid.

  • Actionable Intelligence: There is a noted lack of actionable intelligence on the presence and movements of terrorists, making it difficult to preempt attacks.

Factors Contributing to Increased Attacks

  • Thinning of Security Forces: The reduction of security forces in the hinterland has made it easier for militants to operate undetected.

  • Influx of Narcotics: An increasing influx of narcotics has further complicated the security situation.

  • Demographic and Geographical Factors: The demographic constitution and the forested hills of lower altitude in the region make it a target for militants.

Conclusion

  • The recent escalation in terror attacks in Jammu & Kashmir has prompted a comprehensive review by PM Modi, emphasizing the need for full deployment of counter-terror capabilities

  • The security forces face significant challenges, including geographical and intelligence gaps, but are committed to enhancing security measures to protect the region.

  • The meeting underscores the government's proactive stance in addressing the evolving threat landscape in J&K.
